    "content": " Mr. Chairman, Sir, I want us to be alive to the fact that we say time and again that Parliament does not legislate in vain. The Constitution is very clear. It has already provided for all these people. I recognise that fact. By us saying that they are eligible, we are basically saying that, like any other Kenyan, they are eligible. It is a superfluous provision we are putting in this law. Such a provision could provide for mischief for them to say: “Parliament recognises us. So, you should consider us, and not anybody or everyone else”. Let us, first, close one chapter. Hon. Dalmas Otieno has explained very clearly. Their contracts were sorted out. They were paid. Let us only worry about the others. The amendment that has been proposed is actually superfluous. It does not add value to their case or to this law."
