    "content": "Mr. Chairman, Sir, I beg to move:- THAT, the Bill be amended by inserting a new clause after clause 28 as follows- 28A. (1) A member or employee of the Commission who knowingly subverts the process of free and fair elections or who knowingly obstructs the Commission in the discharge of its functions or otherwise interferes with the functions of the Commission commits an offence and is liable, on conviction, to a term of imprisonment not exceeding three years or to a fine of not more than one million shillings or to both. (2) A person who is convicted of an offence under sub-section (1) shall not be eligible to hold public office for a period of ten years following the conviction."
