    "content": " Sen. Wetangula, I have not missed any point that you have made or which any of the Senators have made. If you want to talk about Article 203(2), which is very clear and I have read says; “(2) For every financial year, the equitable share of the revenue raised nationally that is allocated to county governments shall be not less than fifteen per cent of all revenue collected by the national government.” Right? Article 203(3) says; “The amount referred to in clause (2) shall be calculated on the basis of the most recent audited accounts of revenue received, as approved by the National Assembly.” As far as I can see, this is clarified very clearly. Sub article 2 talks about revenue, but sub article 3 talks about the most recent. Nobody sitting in this Senate, using any document has shown me, that we have the most recent and audited and approved accounts apart from what is on page 4 of the Bill and that is the schedule. That is why I have said that it may be too late in the day."
