It does not say what is required under the Constitution; which is the most recent audited accounts. If you look at the footnote as compared to the Act we passed last year, where the footnote was correct, but this one is saying that “based on 2009/2010 audited revenues approved by the National Assembly”. It does not say the most recent audited accounts."
