    "content": "(Sen. (Prof.) Kindiki): I thank you, Mr. Deputy Speaker, Sir. I want to thank all my colleagues, distinguished Senators from both sides of the House who have spent a lot of time, energy and intellect the entire afternoon and into the night discussing one of the most important legislations in the annual calendar of the Senate. Mr. Deputy Speaker, Sir, I cannot thank everybody enough. Mine is to say that I have appreciated all the input that has been made to improve this Bill. Those who are sponsoring amendments are welcome to do so. Mr. Deputy Speaker, Sir, the tone of the contributions has been to support this Bill. For that reason, I am grateful. Lastly, mine will be to clarify that we have spent about a third of our time on the issue of the percentage and the audited accounts. From where I stand, I want to say that whichever year you use, whether the accounts are audited or not, even if you use the Kshs1 trillion that is this year’s budget, we are talking about an allocation of 22 per cent, which is way above the 15 per cent that is demanded by law. For me that is what matters. Mr. Deputy Speaker, Sir, having appreciated everybody, I beg to move."
