    "content": "Mr. Chairman, Sir, I appreciate the Standing Order that you have raised rightly that says; “Save for a Special Motion, a Senator who has a Motion standing in his or her name may authorize, in writing, another Senator to move that Motion in the Senator’s stead.” I propose that this amendment is not moved in the name of Sen. Billow Kerrow. It should be moved in the name of the Committee. He is only representing the Committee as the Chairperson of the Committee."
