    "content": "This proposal was passed by the Cabinet, but the Commission for the Implementation of the Constitution (CIC) turned it down. They said it was against the county interests, but now it is proving that we need this thing. So, I am just proposing that in the coming months, in consultation with the Committee on Health, we as a Senate, should come up with a much more imaginative way of dealing with the health sector than it is at the moment being experienced."
