"content": "Mr. Chairman, the First Schedule deals with the appointing panel for the first commission. The Bill itself proposes that all the commissioners be nominated by the Executive, the Executive in this case being the President and the Prime Minister, and then those ladies and gentlemen that are nominated by the President form a panel which will then interview the ladies and gentlemen who will be the commissioners of the Interim Boundaries Electoral Commission (IEBC). Our view is that the appointment process for this particular commission is going to come under a lot of scrutiny, and is going to require a lot of goodwill from all the parties involved â all political parties and the nation at large. So, we should have an inclusive employment process as much as possible, in terms of the concerned institutions; the Executive, Parliament, political parties, non- political actors in the country and the openness of the procedure. So, we have proposed a very elaborate process for the appointment panel. We are proposing to reduce the number in the panel from nine to seven. Out of the seven, since the Bill had proposed that all the nine be appointed by the Executive, we are saying only four out of the seven be proposals coming from the Executive. That is the President and the Prime Minister."
