    "content": "Mr. Chairman, Sir, in view of the recent history, in fact, the Committee felt that it would even go further and say that two should be proposed by the President and two by the Prime Minister, so that we do not have a deadlock on that side. The three that remain, we are proposing to bring in professional and other statutory bodies to propose the nominations. Then, all those people who are nominated for that panel come to Parliament for approval, so that Parliament also has a role in that process. Then, they do the interviews and the process of appointment in an open interviewing process, so that there is public participation. That generally is the proposal as far as our amendments to the First Schedule are concerned."
