"content": " If we move the amendment that Sen. Mutahi Kagwe has proposed and we pass it, Sen. Orengo will have no avenue of reopening that position. That is the legal position as I understand it. Once you have passed it, you have passed it and that is it. Under Standing Order 138(2), he will be time barred from bringing any amendment. Therefore, what Sen. Orengo is doing – which he is entitled to do – is coming under Standing Order No.138(3) in which he can ride on your amendment. However, if we allow yours to pass, he will have no other opening. He cannot come after under Standing Order No.138(2)."
