    "content": "Mr. Chairman, Sir, Sen. Orengo is very right to move an amendment to the amendment. This matter should be seen in the whole context of the journey which we have travelled to arrive at where we are tonight. You will remember that there was a kamukunji which was held. The kamukunji had to be adjourned so that there could be further consultations in our Committee on Finance, Commerce and Budget. That is one of the matters that were extensively discussed in that Committee. I know there are those who are saying that we, as Senators, should not be seen to be compromising. We should not be seen to be negotiating with the Executive or with the National Assembly. It is in the interest of our own counties for us to honour the agreement made by our elected representatives in these Committees. The figure of Kshs226 billion which is in the amendment proposed by the Committee, given the fact that we have also amended Section 5, so that the Level 5 Hospitals are now going to be allocated more funds by the national Government is a fair allocation to our counties and should be supported.
