    "content": " It is terrible shame, Mr. Chairman, Sir. In fact, that is a violation of our Constitution. Nobody in this country can run our affairs by decree. Lastly, Mr. Chairman, Sir, the reason we should raise more money and send it to the counties is because of the wastage you see being engaged in, in recreating, strengthening and sending out provincial administration contrary to the provisions of the Constitution. We need to give more money to our counties. I support the amendment."
