    "content": "On a point of order, Mr. Speaker, Sir. For the record, I have never, ever bashed Members of County Assemblies. I have always given them, as the Chair of Devolution, advice so that any time they exercise a certain function, they ensure that it is not used for intimidation, blackmail, or so forth. However, I have never told them that it is wrong for them to use an oversight function to impeach any person who has violated the law. My responsibility as the Chair of Devolution Committee is to give advisory services to the county governments. We tell them, county assembles, continue doing what you are doing but do not use it for intimidation or blackmail."
