    "content": "As you are aware, this is not the first time the Senate is conducting a business of this nature. We shall therefore proceed along similar lines as we have done in the past when Senators receive a similar special committee report. As in the earlier cases, the Chairperson of the Special Committee will lay the Report of the Committee first, which he has done, after which Senators will have time to peruse it. The Report will, therefore, not be debated immediately. The House will adjourn for one hour in order to allow Senators to go through the Report. We shall proceed in this manner because at the point at which the Report has been laid is not known to the House which of the two procedures provided by Section 33(6) of the County Governments Act and Standing Order No.68 (4) will be applied. The contents of the Report will determine that."
