Khaniri may have misunderstood Standing Order No.68(4)(a) because, really, all you did communicate was for the Chairperson of the Committee to make a few remarks, which could have been to thank the Committee for the good work they did, and so on. Unless in his remarks, he moved into the allegations, then you stop it or, then, Sen. (Dr.) Khalwale and Sen. Khaniri would have been in order, therefore, to stand with that remark. But I think it was premature; they should have left that to the discretion of the Speaker to determine whether the Chairperson is deviating from your instructions of just a remark.
