Senators will remember that the day after, the Senate Majority Leader brought the Motion under Section 33(b) of the County Governments Act, which led to the appointment of this Special Committee. Mr. Speaker, Sir, on behalf of the Members of the Special Committee, I thank colleagues, hon. Senators, for the confidence and trust they expressed in each one of us by electing us to serve on this Committee, whose responsibilities were not only huge and onerous, but were also constitutional in nature. I also thank you personally, Mr. Speaker, Sir, for providing us with clear guidelines in respect of the task ahead of us during your communication from the Chair on that day, Friday 23rd May, 2014.
