The second area of concern relates to the fact that the Special Committee observed that owing to the fact that devolution is still in the early stages in our country, the report of the Special Committee may be useful to all the 47 counties, as it may inform the counties in the discharge of their functions. The Committee, therefore, recommended that in the exercise of the Senate’s functions under Article 96(1) of the Constitution and pursuant to Standing Orders No.42 and 43 of the Senate Standing Orders, that the hon. Speaker of the Senate directs that the report of the Special Committee be transmitted by way of a message to all the 47 county assemblies and to all the 47 county governors.
