    "content": "Mr. Deputy Speaker, Sir, there has been a lot of debate regarding the threshold or standard of proof for impeachment. Those who are prosecuting and, indeed, the county assemblies, are prosecutors in an impeachment process. They go for a very low standard of proof. They will take something like the balance of probabilities which we see in civil cases. The Governors would want a very high standard of proof, some like what we see in the criminal cases; proof beyond reasonable doubt. But in this process, neither of those standards is applicable."
