    "content": "Mr. Deputy Speaker, Sir, the issues that have arisen in the course of these proceedings are limited to Kericho County. In fact, one can say that they are of general application. Governors in almost all the 47 counties are very busy signing memorandums of agreements with investors from various parts of the world. Sometimes Governors are acting alone in signing those agreements. Some are signed in secrecy and even their own county executive members and Members of the County Assemblies do not know about them. Even the public does not know. I think that the Senate should make it very clear that, that process is unconstitutional and illegal, because the Constitution makes it clear; that in so acting, the Governors must involve all the elements of public participation."
