As you rightfully put it, on 10th April, 2014, I introduced this Motion where the Directorate of Science and Technology is asking that the national Government institutionalizes and mainstream policies to support open and distance learning through the effective regulative and legal framework for Open Distance Learning (ODL) and to establish a national university dedicated to open distance learning popularly known as the Open University of Kenya. Madam Temporary Speaker, as the previous contributor said, it is a challenge that Kenya has not adopted a system where people can acquire education programmes through distance learning just as other countries. There is no law that has ever been introduced to support this in our country except a mere mention in the Sessional Paper No.1 of 2005.
