But with the number of people who are there, if we were going to ask someone to go and follow up and prove that so-and-so did not get land when he was landless, this can only be done through a court process. Mr. Speaker, Sir, on the second question, regarding the fees to be paid by poor people, my answer is that I consulted with the Ministry. Fees and charges by the Government cannot be waived arbitrarily. So, the Cabinet Secretary has no power to say that so-and-so looks poor and, therefore, should not pay title deed charges, which is not much."
