    "content": "Mr. Deputy Speaker, Sir, may I respond to the point of order raised by Sen. Haji? But before I do that, I am not His Excellency; I am Sen. (Dr.) Bonny Khalwale of Kakamega County. I would like to draw the attention of the House to Article No.191 of the Constitution of Kenya which speaks to the conflict of laws. Article 191 (1) states as follows:- “That this Article applies to conflicts between national and county legislations in respect of matters falling within concurrent jurisdiction of both levels of Government”. If you go to (2), it then clearly says:- “National legislation prevails over county legislation”."
