    "content": "Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to contribute towards this amendment. First and foremost, I want to thank Sen. (Dr.) Khalwale. Indeed, he thought it wise to come up with this amendment. Mr. Deputy Speaker, Sir, I want to bring to the attention of this House the scenario whereby in the first three or four years, each Ministry was allocated money to construct their own offices. If I use the example of Mumias District, if you visit that town, you will find that it is like a market place. Each Ministry has its own building which they call an office, and we were telling ourselves that this is not proper use of the space and resources. Mr. Deputy Speaker, Sir, I want to support this amendment because I think it is important for effective service delivery for the citizens of the counties.
