If you look at Articles 49 and 50 of the Constitution on what the Constitution provides on the offender, you will find that you have very lengthy provisions in relation to offenders of crimes. But when you look at the victims of crime, there is very little. It is only a paragraph that some of us pushed through when we were doing the constitutional review process.
