Temporary Deputy Speaker, the rehabilitations have to be of reasonable standards and should be done by experts so that people can be rehabilitated to lead better lives. I have seen proposals by NACADA suggesting that small businesses be started by these people. Also on Uwezo Fund, such affected homes should be given priority so that they can begin businesses in order not to participate in consumption of excessive alcohol. Although alcohol is addictive and subsequently leads to diseases, it would also be prudent to be able to begin manufacturing traditional alcohol but with control. When traditional alcohol does not ferment quickly, there is always a tendency by some of the brewers to add methanol to make alcohol, and it tastes like alcohol but it is poison. Therefore, I support this Bill and the programmes that should be expedited so that we may save lives and make sure that such a thing does not happen again in future. It should also be made criminal and very serious steps should be taken against the culprits because people who kill others through manufacturing poisonous alcohol are actually murderers. Therefore, they should be charged with murder. In the last incident, nobody has been charged with the murder of over 100 people. I think relevant authorities should move as fast as possible and get these people charged. There has to be a system of compensating people who die through negligence. Thank you and I beg to support."
