    "content": "Thank you very much, hon. Temporary Deputy Speaker. I would like to, first and foremost, thank hon. Ichung’wah for bringing this excellent amendment Bill to the House. However, there is something which needs to be clarified. It is true that we have the problem of alcoholism in this country but the major problem that is found in the area that I represent in this House is drug addiction and drug abuse. This particular Bill talks about setting up a rehabilitation centre. The funding for the rehabilitation centre is meant to come from a levy that will be taxed from the sale of alcohol and alcohol-related products. The current anti-narcotics law says that funding for rehabilitation centres has to come from income that has been attached on drug dealers but since that law was enacted, we have not been able to see proper drug dealers being taken to court. So, we are having a major problem. So, when this amendment Bill comes up for Third Reading, we will be seeking to amend it.
