But the question which bothers my mind is: Is that the best project we can use the money for at this time? Could we have done dual carriage roads? Could we have invested this money in what could give this country the best returns? That is because, at the end of year, and all said and done, that money will be paid by the taxpayers. We can borrow for infrastructure."
