    "content": "Hon. Temporary Deputy Speaker, let me appreciate the answer given by the Chairperson. However, it is not in doubt that health services have been devolved but my question is this: Did the Committee interrogate the Cabinet Secretary on the issue of projects that have been completed but not handed over by the contractors because of non-payment? I am asking this because the contract which was entered into before the construction was between the national Government and the contractors and not the county governments. As such, this could not have been devolved to the county governments. So, could he clarify whether they got an answer as to whether even what was being owed to the contractors was devolved to the county governments?"
