    "content": "Hon. Temporary Deputy Speaker, let me take this opportunity to congratulate my very good friend, hon. Sang. This Bill has come at the right time. Look at the statistics, they reveal that 1.3 million Kenyans live with various disabilities; this is a high figure. I believe that this Bill has come at the right time because it is going to be of immense help to various people in this country who are suffering. I wish to give a few comments with regard to funding of this matter. Membership should be levied. At the same time, I want to concur with hon. Millie that the Member should look at Clause 20 of the Bill. This is because there could be a clash or conflict of interest between the Universities Act and this Act. I support this Bill."
