    "content": "The other officers who are benefiting but on transitional basis are the two offices; the Office of the Prime Minister of the Republic of Kenya. We will not, unless we change the Constitution, have another Prime Minister in this country. The only Prime Minister we have and we are likely to have for the rest of the history of this country is the former Prime Minister. So for transitional period, we are also providing for the retirement benefits of the Prime Minister. Also to be provided benefits is the one who has occupied the Office of the Vice-President and I would like to say that the Bill, as it is today, does not provide for the former Vice-President, hon. Moody Awori. I will be proposing an amendment to include that Mzee also to benefit because he also served this country for a full term as Vice-President."
