    "content": "Mr. Speaker, Sir, this is an issue that requires more time than just reading the provisions. However, what is more important is that Clause 2 is the rule. The exception is Article 191(4) which says that whatever is contemplated in Clause 2 applies. If you go to clause 2, you will see that it talks about situations where the national legislations prevail. If the circumstances provided there--- You can read subclauses 2, 3 and so forth. I wish we had time to go through that. But the point I want to make before the Senate Minority Leader is that it is not true that in all situations, the municipal law prevails over the county law. That is clear. There are situations where the county law prevails. If you take time to read this Bill, you will see that this is provided for. Where there are situations where there is a specific county legislation on regulation of alcohol, then that regulation prevails over the national legislation.
