    "content": "The comparative analysis on pages 13 to 18 of this Report is insightful because it shows us how the presidential system has addressed the challenge to ensure that parliamentary oversight is exercised and without it, the Executive will continue getting worse. They will be dictating and use the tyranny of numbers to bulldoze all the agenda. This House has responsibility and mandate under Articles 95, 125 and 153 of the Constitution to receive answers in a plenary. Article 153(4)(b) provides for the reports by the Cabinet Secretaries to be full and regular, which we do not see. We must define “regular” to know what it is, is it yearly and how often should they provide this reports?"
