    "content": "I want to make it clear that in 2010 the people of Kenya went to the polls on a referendum and they said, they do not want a parliamentary system or a mixed grill. They want a pure presidential system where the Legislature, Executive, Judiciary and Parliament are independent. They said for the first time in 50 years they do not want Cabinet Secretaries in the House. We are not amending the Constitution and that is why I was wondering whether my colleague, the Leader of Minority Party has read the Report."
