"content": " Mr. Temporary Deputy Chairman, Sir, I want to oppose this proposed amendment because the qualifications for some of these commissions are already in the Constitution. If you are putting additional qualifications, then issues of interpretation would arise. What is a statutory tax obligation? Sometimes you find a situation where KRA may impose a tax obligation and you are opposed to it. Litigating over such an issue â I have done some tax cases â could take even ten years. I had a situation where the KRA imposed a tax bill of over Kshs1 billion on some companies when it was not justified under any circumstances. I do not think we should put additional qualifications that do not exist in the Constitution."
