    "content": "Hon. Temporary Deputy Speaker, I do not want to talk much. I want to go to the recommendations. Last night, when I talked to hon. Gumbo - and when I read this thing - I had a pen in a small study room I have in my house. That is because I wanted to draft my amendments last night and I looked at Recommendation 2 which says:- “All future agreements should be approved by Parliament in line with the Constitution of Kenya, 2010.” Hon. Temporary Deputy Speaker, I hope Ms. Rachael Omamo, Cabinet Secretary for Defence, General Karangi and the Government is watching me. I dare you to sign and renew the agreement of San Marco Space Application Centre without the approval of this House. I am daring you as the Leader of Majority Party. The recommendation says that there must be a joint management of that facility. We must share the keys to the opening of the rooms in that facility. A Kenyan should have a key and an Italian should have the key to that facility.
