    "content": "Hon. Deputy Speaker, I said both my culture and religious beliefs do not support FGM. Why this problem is becoming difficult and people like hon. Angwenyi talk the way they do is, probably, because of the provisions of Article 11 of our Constitution. It says that the Constitution recognizes culture as the foundation of the nation and as the cumulative civilization of the Kenyan people and nation. This, in itself, can be a bit confusing and people may interpret it differently."
