    "content": "Hon. Chairlady, mine is not much but if we are using English, we should use it as closely as possible to the native speakers of that language. The word “advice” is a noun, whereas “advise” is a verb. I expect that the hon. Joyce Wanjala wants us to use the word as a verb. So, that should exist, as it is there, as a mistake. I think what she wants to do is “advising county governments”. Thank you."
