    "content": "Hon. Deputy Speaker, I beg to move the following amendment:- Amendment of section 19 of Cap. 345. 12. The principal Act is amended in section 19– (a) by deleting the word “Minister” appearing in Subsection (1) and substituting therefor the words “Cabinet Secretary on the recommendation of the Board”; and (b) by deleting the words “three thousand shillings” appearing in subsection (2) and substituting with the words ‘one million shillings and further by deleting the word “three” and substituting with the word “six”"
