I think that this is not a laughing matter. It is not a matter for us to trivialize; it should be taken with all the seriousness it deserves. Mr. Deputy Speaker, Sir, the kind of Motion that we have today is not enough. This is because a Motion under Standing Order No.33 is usually for us to let off steam and pour out our hearts, but there is no follow up by the Senate. So, I would request that our Committee on Security which is headed by a Senior Senator, Sen. Yusuf Haji, takes up this matter after this Motion today. They should summon all the security chiefs and get to the bottom of this matter, so that the Senate can act on the basis of information and facts. It is very easy to stand here and say “sack ole Lenku and so-and-so,” but that is not enough. There will be another ole Lenku who will be brought there. I think that what is important is for us to know what really happened and who is clearly responsible, so that, that person can go home. Mr. Deputy Speaker, Sir, I know that there have been a lot of sideshows on issues of security in this country. A lot of dangerous and reckless statements have been made. I think that the priority for the country now should be very focused; our attention should be on security matters. This is because this lies at the bottom of other freedoms. As you know, we fought in the freedom struggle and I still think that we need the freedom of assembly and expression in this country. But for me that is not the priority now. The priority is security. For those who are calling for dialogue, I think that there is nothing wrong in people sitting down and talking. But dialogue is not between two people. Even if President Uhuru Kenyatta and Mr. Raila Odinga met and talked between themselves and we disagreed with them, what shall have been achieved? I think that dialogue should start with us. The Senior Senator, Musila, the Senate Leader of Minority and I should sit down because they talk to their bosses. Let us know what their agenda items are even before we start talking about whether or not they have agreed. Have we discussed that agenda and made proposals to our leadership, regarding what that dialogue should be? If there should be dialogue, let it be structured. Let us all be involved, because there is nobody who is all-knowing. There is no person who has all the capacity. Mr. Deputy Speaker, Sir, my request is that, we, as the Senate, should be a responsible Senate. Let us be the people to take care of this country. We are the older people and have seen a lot of things. If this country burns, all of us are going to burn. You will not know which children belong to CORD, which children belong to Jubilee; they are all going to burn. It was like that in Somalia; it started slowly until the country disappeared. The time has come for us to call on this Government to put its foot down; the time has come for us to make sure that it is not business as usual in the security sector. But it is also upon us to be responsible so that we do not add fuel to the fire."
