    "content": "even to say that we lost 12 residents from Kisii County, including other Kenyans who died in this incident. I am told that right now, the death toll, so far, stands at 76 people and this, indeed, is very tragic. Mr. Deputy Speaker, Sir, we want to state that national security is the sacred responsibility of the national Government. The buck stops with the Executive. This is the third or fifth incident we are discussing on issues of security in this Senate, where we have had to have special adjournments. I urge the President who I keep saying is my very good friend because we have travelled with him on a long political journey – to look hard at and speak tough to his security apparatus. It is not just enough for the President to tell us sorry today; it is just not enough for ole Lenku to stand as the Cabinet Secretary (CS) and tell us that the Opposition caused this mayhem; it is just enough for a CS in charge of Interior and Co-ordination of National Government to openly speak in the media and on live television and say that Kenya is having an internal war. That is incitement of the people. Mr. Deputy Speaker, Sir, the national Government cannot just turn round, pass the buck and say that because CORD has had rallies, therefore, it has incited people. CORD rallies were not started to cause incitement; CORD rallies were started to put pressure on the Government because of the alarming state of insecurity in this country. That is why the rallies were held. Those rallies, including those others which are held in church functions and in any other podiums, are just the same. There is no difference. We are one people in this country. Whether you are from the majority side or from the minority side, this Kenya belongs to all of us and we must come together as leaders to bring an end to these issues. There is no other Kenya that we live in; a majority of us are young and maybe poor; we do not have the resources. Many people I know, including distinguished Senators in this House, if mayhem really broke out in this country, they will just put their children in planes and take them overseas while maybe it is me, you, the Speaker and poor Janet who will be staying here in this Kenya. So, we, as leaders, must really check on what we are saying and what we are trying to say in the public domain. Finally, Mr. Deputy Speaker, Sir, a crime is a crime; whether it is committed in Lamu, Westgate, Busia or Bungoma. They are, nevertheless, crimes. We ask and urge the Government to, first of all, investigate and tell us what happened. They must also sack those security officers who did not do their work. This country is crying for sacrificial lambs; for the blood that has been shed, we want sacrificial lambs in this matter. I thank you, Mr. Deputy Speaker, Sir."
