    "content": "Mr. Deputy Speaker, Sir, I am very much in order. I think the Cabinet Secretary for Defence, Rachael Omamo, represents the female gender and in a high position. There are many other positions like permanent secretaries and several Cabinet Secretaries and those holding them are not from one ethnic group. I think the idea is to demonize a certain ethnic group so that there can be animosity. I think that is what breeds insecurity."
