"content": "Kenya is a beautiful country, but what we are seeing is not good. Wherever you travel, you hear friends or those who do not know Kenya asking a lot of questions. What is happening in Kenya? What is the problem? Whether it is Al Shabaab or whether it is incitement, the life of every Kenyan is precious and we have to protect it. Mr. Deputy Speaker, Sir, I want to call upon the people who have been entrusted with security to be serious; whether they are junior or senior officers. We all have to take collective responsibility on this matter. It would be painful to stand here and say that Cabinet Secretary, ole Lenku, the Inspector General of Police, Mr. Kimaiyo or other persons, should go home. Yes, they can go home and we appoint other people in their place. However, are they the root cause of the problem? If they are, then they should have gone home like yesterday. Even if I had a brother heading the security docket and he was not performing to the expectations of Kenyans and investigations point out that he is the root cause of problems, I would support his sacking. However, I will not support a situation where we lynch people. Whenever there is a problem, we cannot always say that this Minister or that person must go home. That would never end. Our Security system should be changed. The NIS has been given a lot of money. In this year’s budget, they have about Kshs17 billion. Are they giving proper information? Are they doing their job? We should not just lynch people over information that has been given. Is the information being given precise? Should we just say that there is an attack in Mombasa or Lamu? Mombasa is big. They have to be very precise. Historically, Kenyans have been on the right track in terms of security. We have been having very tight security. It is not only Kenya that is faced with security threats. Israel is also fighting its neighbours. However, they take care of their security. If one person is affected, all of them come together. I call upon the Government, at this time when we have problems, to carry out all the investigations, including that about Westgate and to tell us exactly what happened. If nothing happened, then we will say we have no culprits. What precipitated the incidences that have been mentioned by my colleagues? There was another problem here in Gikomba. The problem I see is that whenever we have a problem, for instance, today, the whole security team is in Mpeketoni. However, if you went there after a week, you would not find them. When there was a problem at Westgate, our security teams were very alert in all hotels and malls. However, after a month, everything goes back to normal. We need to take security as a very vital instrument whereby day time and night time, we have to be extremely careful. We are all politicians. I suggest that if any politician is involved in inciting the public, then he must face the law right away. In 2007 and 2008, we went through a difficult time as a country. Kenya was burning. Today, we have the President and the Deputy President facing charges. We do not want to wait until people write reports that are not factual. We want investigations to be conducted so that if I am the one who is involved, the matter is addressed. In some reports people have referred to issues that happened way back in the 1990s when I was at the university."
