    "content": "Mr. Speaker, Sir, I thank Sen. (Dr.) Zani for that Statement. The affordability of secondary education in this country has become a privilege. I agree with Sen. Musila that this Government would want to declare free secondary education by 2016. But in the interim, I know that in the Budget that was just read last week, there was an increase of 33 per cent in the amount of money that has been allocated for secondary school tuition. Could she explain how that will impact on the school fees structure of public schools?"
