"content": "Mr. Speaker, Sir, I wish to request for a Statement from the Chairperson of the Committee on Education, on the reinstatement of Mr. John Maina Njoroge (Teachers Service Commission (TSC) No.256488). Mr. Speaker, Sir, Mr. John Maina Njoroge, a teacher, was interdicted on 14th August, 2002, following accusations and charges of having carnal knowledge of a minor and no other reasons was given for the interdiction. The court in Thika Chief Magistrates Court, Criminal Case No.1050 of 2003, Republic versus John Maina Njoroge acquitted him of the charges in a judgement delivered on 14th June, 2006, after which he applied for his reinstatement. On his application the TSC wrote to him, informing him that his appeal had been dismissed for lack of new evidence to “warrant a review of your case.” Mr. Speaker, Sir, in his Statement, the Chairperson should report on the following:- (a) In view of the fact that the court found Mr. Njoroge not guilty of the allegations brought against him and on whose strength and the only reason upon which he was interdicted, why was he not reinstated and what was the basis of the statement that “the Commission has carefully studied your case, but found no new evidence to warrant a review of your case?” (b) When will Mr. Njoroge be reinstated to the position he held before the interdiction? (c) What is the position regarding his benefits from the date of the interdiction to that of his reinstatement?"
