    "content": "Thank you, Mr. Deputy Speaker, Sir. I also want to add my voice of support to this Bill. The Bill is a very important piece of legislation that clearly provides that the county assembly shall not be fully and duly constituted for the first sitting after the general election unless all the Members have been nominated and their names published in the Kenyan Gazette. This is important. During the previous elections; the first time that we had elections under this Constitution, I agree with most Members that there was serious violation, in my view, of the Constitution. The spirit of the Constitution is that one-third of all elected seats should be held by either gender. This is particularly by women who have been very difficult to sell during elections. Mr. Deputy Speaker, Sir, I think what has happened in most counties is what Members have said. It took inordinately a long time for women nominations to be gazetted because of questions regarding capacity, if you will, of most political parties.
