    "content": "Mr. Temporary Deputy Speaker, Sir, you realize that this is a Question by Private Notice. This Question came before this House more than two weeks ago. The Minister wrote a letter requesting that this matter be deferred until today. Now, if this Question is, again, deferred because the Minister and the Assistant Minister are away, then we will not have done justice to my Question. This is an urgent Question. For a Question to be classified as a Question by Private Notice, it must be urgent in nature. Certainly, from the reading of this Question, it is urgent. So, I really do not know why the Government is taking this Question lightly by not addressing it. If the Minister and his Assistant Minister will not be available, why could the Government not delegate this matter to another Minister, so that this Question is disposed of?"
