However, given that this is a Question by Private Notice and it was actually postponed previously, and also given the gravity of the problem, I think those are legitimate concerns that the Government may consider to address even before you formally ask the Question. I, therefore, rule that because of the nature of the Question it should be answered on Tuesday afternoon whether the responsible Ministers are present or not. Let the Leader of Government Business undertake that responsibility."
