    "content": "Hon. Temporary Deputy Speaker, let me look at the institutionalisation of drought management sectors in Kenya. This is really why I brought this Bill to this House. The National Drought Management Authority (NDMA) Bill of 2013 seeks to institutionalise the drought management sector in the country which has been evolving over time since 1985. In 1985 the Government of Kenya sent a drought monitoring and planning system in Turkana. Later on in the late 1980s and 1990s the system was expanded to other drought prone arid districts with the support of the Netherlands Government.
