    "content": "Mr. Temporary Deputy Speaker, Sir, it is not the issue of dogmatically following the procedure but the issue is rendering services. Is the Assistant Minister aware that most councils follow that dogmatic procedure of charging levies in areas where they do not render any services? For example, they charge levies in market centres where they do not render any sanitary facilities. They also charge boda boda riders and yet the councils do not maintain those roads. Those roads are done by the Constituency Roads Committees. What has the Minister done to ensure that the dogmatic following of procedure is also attended by actual provision of services before those levies are introduced?"
