First, we have ensured that none of the councils will receive the Local Authorities Transfer Fund (LATF) until they have paid all their debts. It is after that that they will become viable councils that have the financial capacity to render services. I think it is an ongoing process. We have worked a lot on the Kenya Municipal Reform Programme and over and above that, we are also looking for the indulgence of the House as we move on to become counties to ensure that we have more viable local authorities that work."
